Help with 24p and 30p, Hv30, and NLE please.

I am using Pinnacle 12 to edit. I currently have a crappy video camera, and want to buy something decent. I like this look:

The very first one which is over saturated.

But I don't have adobe Premiere, and that's not in the budget. I would like to get an HV30, but what's the deal with editing in 24p? What am I losing if I just shoot in 30p? A lot? Can I still get this look? Can I edit in Pinnacle 12 which is what I'm using now? I do have After Effects. Can I get this look with that?

Can I get decent sound with something like the rode video mic since the hv30 doesn't have xlr inputs?

Next week I'm doing a make up test with liquid latex. We're shooting stuff like this:

So, I'd really like to get a nice camera, but something that produces great footage but won't give me nightmares in post. Suggestions?

You can shoot in 24p and edit the footage, just not AS 24p. You'd edit as 29.97.

Whether you'd rather shoot 24p or 30p is entirely up to what you want the footage to look like. They will have a different look to them.
