Help Recreating the COPS tv show logo

Scoured the internet for a tutorial since I was sure one existed, but unfortunately wasn't able to find one. The look I wanted to replicate starts at the 0:05 mark in the following clip:


I'm sure it's just a combination of simple effects to create the moving horizontal lines in the background, and the cop light effect on the text, but for the life of me I can't figure it out. Any help provided would be MUCH appreciated. :smile:
 
I'm not sure about your level of AE but this looks relatively easy to pull off. If you understand Fractal Noise, keyframing and mattes you can pull this off without a tutorial.
 
Thanks for the reply. I've been using After Effects on and off for the past year. I'm still in the process of really learning it, so my level of know-how isn't really up there. Fractal Noise I don't really know anything about. I am however very familiar with keyframing and mattes since I've used them a lot in quite a few projects.

Are there any tutorials you could point me to that would guide me in the right direction?
 
it is a "brushed metal" texture as well in the logo than in the background, just different way to use it.
they put some lights on the border (far enough so you do not see the source).
