Help needed adding black bars for 16:9 look

There was a post some time ago about ading the black bars to give the wide screen look but I can't seem to find it. I shot the video in 4:3 framed for 16:9 and would like to ad the bars in post. Can someone post detailed instructions on how to make this happen?

you can do this in pan/crop settings - select 16:9 or 1:85:1

On the Sundance Media Group site, there is a .png file containing a 16:9 mask. Easy enough to do in Photoshop though if you're needing something to cover up everything.
