Help! Having Reverse Telecine Probs with 24p

I recently wrapped shooting a film which i shot on the Panny DVX 100b and shot in standard 24p. I captured the footage in the normal 29.97 and noticed that the quality didn't look all that great (blocky edges on characters and walls) so I tried a reverse telecine with Cinema Tools in FCP 6 on one of the tapes I captured and it looked great! having about another 15 tapes left, I performed a Reverse Telecine on all of them and then problems arose. On 8 of those tapes I noticed that interlaced frames were evident. I noticed though that when I analyzed the clips they all said they were 24.00 fps while anything I've shot with 24pa always says 23.98 when analyzed. Is that part of the problem?

Furthermore, I noticed on most of the tapes, the main character's Orange shirt was now showing some sort of digital distortion around the edges (I can add a picture of this if needed).

Is there anyway to undo the Reverse Telecine or some way to correct it so it does show interlaced frames? And with the orange shirt distortion, is this something that can be color corrected?

Sorry I am so lost here, I am new to this process

Ah crap so I guess I have to recapture all the footage to get it 23.98, but great to know, thanks! My other concern was the problem of the Orange shirt of the main character. I posted a screenshot below that doesn't do the best job of illustrating it

But I noticed the main character's shirt gives off a sort of digital spiking around the edges, is there any reason for that?
