Help getting great Flash compression in FCP

Hey Guys,

I'm compressing/exporting HD footage to about 810 by 455 pixels with the FLV conveter in FCP that I obtained. At the high compression settings it's good, but too high of a file size for the web. At medium, too grainy. Does anyone have any ideas for getting great flash video at a lower bitrate?
