Help!!!!!! Anyone know how to do this

looks like advanced use of one of the cartoon filters out there. There's a couple.

Probably the best example I've seen yet.
 
That looks like crap, but if you want to know how to do it just use Unsharp Mask turned way up, Find Edges desaturated, and then comp in some screen and multiply layers with some levels/curves adjustments, etc.

Just saw your PM's today, and you're welcome.

I would take some time experimenting with it. Trying blurring areas first then applying the unsharp mask and all the rest. That link you posted looks pretty bad because the noise is over-sharpened and just looks weird.
 
High Pass Filter overlayed on top of the original footage. PS has this built in, in AE you have to build it yourself.

Yeah, some sort of 'find edges', then fed back as a layer, setting the layer mode to something, like 'overlay', and some color saturation/shifting as well.

I've done similar stuff with stills in Photoshop, and only occasionally tried this in AE. 'highpass' or 'find edges' will enhance 'noise' in the image, so, some times smoothing the result, but not enough to mush the 'edge information'.

Stills example, not quite with the goals of the OP's example clip.

It looks to me like there might be a bleach bypass, then applying some contrast, curves, levels, and maybe an additional plugin that looks almost like Find Edges in PS.

I came up with something pretty close. Seems to be a bit of a render hog. i am using hd footage though. Bring you footage into after effects. Make a new comp. Call this "main comp" Place footage into new comp. Pre-compose footage. Call this comp "footage input". From now on every shot you want to apply thins effect will just need to be inserted into this "footage input" comp. You will do all the work and rendering from the "main comp."

Okay in the main comp there will be four layers. Top to bottom will be "footage input", "footage input", adjustment layer, "footage input"



The top two layers are exactly the same. Just apply find edges to both of them. Then set them to Multiply.



The third layer down is you adjustment layer. Add a curves and add a hue/saturation. Add a little contrast to the image with curves and add a little saturation with the hue/saturation.



On the lower layer add shadow/highlight effect and the unsharp mask effect. on shadow/highlights change shadow amount to 75 and highlight amount to 25. On the unsharp mask change amount to 100 and radius to 3.0.




Most of the adjustments you will have to make will be on the adjustment layer and on the bottom layer in shadow/highlights depending on the exposure of your footage. The best footage for this would be very neutral, low-contrast footage. After the above is done you can add and adjustment layer to the very top and add any color correction to that layer. Hope this helps...

that stuff is HDR but for film and not photo.. neat effect but still not perfected as the sky is blown the hell out with grain

I wouldn't even call it HDR. It does simulate some of the effects achieved through HDR imaging, but true HDR is combining several or more of the same images shot at different exposures. That's not possible with video right now, at least on the consumer level.
