turn off frame blending or try to re-interpret as "remove 24p pulldown"
in my experience, frame blending does this crap all the time and it's on by default in cs3
my solution is after I import the project or even do some rough edits, is to open the .prproj file in a text editor (it's just xml) and do a global replace of <frameblend>true</frameblend> with false
