Having trouble with CLIMAX/RESOLUTION

Alright guys I'm having a bit of trouble trying to find a resolution for my story.

Basically the protagonist found something out about the government in which he lives under and obviously the govt. does not want anyone else to find out.

Imagine lets say a bombing happened, and someone had sufficient evidence to pin it back to the C.I.A. for example, obviously the C.I.A. now wants to kill the guy before info. gets out to the public.

So basically its 1 man against an entire government in an all out heated chase.

A few ways this could go down:

1. The government could kill him, which i don't necessarily want.

2. The protagonist could leave the country, which i don't want because i want the mystery to become open to society, not him just abandon everyone.

3. He "beats" the government and shows society whose behind this "mystery" but i have no idea how i can get the hero's thoughts out to a nation...

I REALLY need help with this, I've got this whole story down but no damn ending.

What does your outline say?

Basically, when you write the beginning you are also setting up the ending... and every scene along the way is defining that ending.

So, in THREE DAYS OF THE CONDOR we begin with the printed word and end with the printed word. He reads books for the CIA, discovers a conspiracy, and then takes down the conspiracy by going to the New York Times with the story.

In PARALLAX VIEW our hero believes there was a second gunman at a political assassination and that they guy they captured was just a patsie... at the end of the film there is another political assassination and our hero is the patsie... with crazy claims of a conspiracy that framed him.

When you write your first scene you are setting up the end... and every single scene is leading to that end, so that the scenes all make sense when you get to that end.

or...

4. someone higher up in the government sweep it all under the rug, yet the hero walks. no one believes him and nothing is done to change what he knows...

That would be a nice cynical ending. I like that! :)

I was thinking about having his close brother behind the whole operation to take him out.

Have him high up in the government and take out his own brother, being the ultimate betrayal.

Not sure if i would like that ending though, feel like the audience would be left empty.
