Having trouble doing simple break apart operation for audio.

So I recorded a stereo track on my SD702. In FCPX I go into channel configuration and select "dual mono". I then click on the track in the timeline and select "break apart clip items". All that happens is that the clip now doesn't show up in the channel configuration section and cannot be opened in its own timeline. It does not break apart.

Am I doing something wrong?

Yup.

When you select "Dual Mono", on that same screen, use the drop down arrows and the check marks to select which half of the mono that you want.

Try "Expand Audio Components" instead. Command-Option-S, or in the Clip menu, or in the pop-up menu when you right-click a clip in a Timeline. You can then select any individual channel to edit in the Inspector. Here is my article explaining it in more detail. It addresses Multicilps specifically, but the same works with individual clips.
