I've read several posts about people using 4' home depot shop flos to light simple green screens. The posts indicate the use of "electronic ballasts". The old timer at the local hardware store says no such critter exists, that it's only on those spiral flos. Is the old timer right?

no. Many if not most of the 4' banks at home depot / lowes are electronic ballasts as opposed to the older magnetic ballasts.

The old timer is completely wrong. In fact look at the buyer's guides on the racks at home depot, it'll talk all about ballasts etc. A good high-frequency electronic ballast is what you'd want, even T8 instead of T12.
