green line on right side of screen

Im using premiere pro cs3 to export my 720p 24pn footy to encore for dvd burning (SD DVD). When I play the burned dvd through my hd tv or computer there is a green line down the right side of the image. The mpeg file plays flawlessly with no green line on the computer.
Any suggestions as to what might be causing this?

on further inspection that pixelated line is there even before I export it. Does the same with 1080 footy too. Im wondering if it has something to with the dvcpro hd codec because of it anamorphic pixels in premiere. The footy is fine playing directly through the camera to tv. SD video works fine in premiere also.

ps you only see it when the full overscan image is displayed (its the last 2 vertical lines)
