So like a lot of people here I've found dealing with ASCAP and BMI to be a losing battle (either because of expense or because the little guy just gets lost in the shuffle).
I'd heard of sites that artists go to so that they can sell their music to indie film producers. I looked around and this is the best one I've found. I actually enjoyed sitting there and listening to songs from their massive library (and you can actually listen to the entire song, none of that abbreviated crap).
If you're starting out doing a small print run (2,000 DVDs), some really great songs by some really good bands will run you about 100 bucks to secure rights. The larger your print run, obviously, the steeper the price, but it's all incredibly reasonable, especially for what you're getting.
Not all of the music is great, but if you angle your search right I bet you find a song that will add the right sort of mood you're looking for in a given scene.

If anyone else has any sites like these that they'd like to link, please do! I think soundtrack is one of the most important aspects of motion pictures. And hey -- it's doing something for other independents instead of throwing a wad of cash into ASCAP's bottomless abyss.
