Good software for animation work - PC

Since I use Apple computers for everything, I don't stay up on what is out there for PC users in terms of software for video editing or animation work. I have a friend that is looking for something to get his feet wet with animations but doesn't want to spend a lot of money right now on something like After Effects. What could I recommend for him. I have no idea what his budget is but he did say that AE was too pricey for him especially since he is just starting out. He said this would only be a hobby as he is not looking to make money with this endeavor. Any ideas or suggestions would be great! Thanks!

2D or 3D? For 2D, he might take a look at Toon Boom or Flash. For 3D, he can use the free Blender software.
