one question. is there a significant difference in quality with a cheaper, static 35mm adaptor compared to a spinning or vibrating model?

Thanks!

Which static adapter? The design of the adapter by itself doesn't tell you how good it is. Static, spinning and vibrating are difference in that some design will have a shutterspeed and f-stop limit before you see the grain, some will have no limit and some will have one but not the other.

the G35 is the only static adapter out there I can think of but which static adapter are you talking about?

There are a bunch of cheap ($100-$300 range) static adapters out there. I know there's quite a few different ones that are all pretty much based on the same design.

I've never used the Jag35 but I heard and seen great videos from it.
but only if you are using the HV20/30/40 tho
what kind of camera are you using right now?
