glowing effect

I have always likes the glowing effect that you sometimes see in a dream sequence or the recap of some sports highlights. I know that it is prefrabble to shoot with a soft focus adapter, but is there a way to get decent results in after effects or premiere pro. I have tried after effects but the effect just doesnt give me the results i am looking for, maybe my settings arent were they should be. Has anyone had luck with this?
 
I use a soft focus filter in Canopus color correction, if you don't have the Canopus hardware, try cranking up the brightness, and adding a gaussian or camera blur...you might get pretty close that way.

I'd say copy the video on a second layer and then put some blur and colorcorrection, than fiddle with the blending modes or the opacity.
