Glow blooming over foreground layers?

Hello!

I'm an AE beginner and can't find the answer to this one...

I'm trying to make my backdrop bloom over all the layers in front of it. Is it possible to make it sample only bright pixels from one layer, but then apply the effect over everything in front of it so the bloom creeps around the edges of top layers? Like a light wrap, if that makes any sense...


If not, is there another trick I can use?

After Effects isn't working for me at the moment, but I'm pretty sure you can add an adjustment layer on the top, apply the "glow" effect to that layer, and it will work.
I can't test that atm though, so I'm not 100%...
