Gloomy Rain music.

If you want something that'll work well and is in the public domain, look into some impressionistic music (say, Debussy) and find a classical pianist who'll play it for you! Look for titles with "rain" (pluie in french, if I remember). Some are more cheerful, some are more gloomy. You can listen to recordings of anything by Debussy on iTunes...

The solo piano music from the score of the movie "Diva" has always seemed like perfect gloomy rain music, if you can get that and rights. It's similar to a lot of Satie's music which may be public domain now...
 
Oh MAN. FINALLY. When you first posted this question I had this particular classical song in my head but could NOT for the life of me remember who wrote it. And finding a particular song by a particular composer and only going by the first 3 notes in your head....its worse than finding a needle in a haystack.
