glitchy video when building cuts

when I start building footage on top of footage for different cuts, the video beginsd to look glitchy but when they're pulled away from each other, it stops being glitchy. why is it doing that?

Sony vegas 9.0
24p widescreen SD
shot on canon xl2/regular camcorder
sony handycam

Are there fancy transitions between each shot? If so, it may be merely a preview issue. I've never encountered glitches between straight cuts. You mention 'footage on top of footage' so I presume you have a lot of layers? - if there's any transparency or alpha channels or other inter-layer dependencies, Vegas may be unable to calculate all the layers in realtime.

Regardless, try rendering a few shots (including multiple cuts) and see if the same problem is on the rendered output. Presuming not, it does suggest Vegas just can't keep up for realtime previews.

A screenshot would help. I think I have a similar problem. It also occurs if I make a layer above semi-transparent. It usually goes away if I restart vegas. Which version of 9 are you using? I'm still using 9.0c but I believe they're up to 9.0e now. I haven't tried it yet to see if it solves the problem. I also get a problem where the thumbnails on the timeline all turn to red and I can't see my video in the preview window, it usually only happens to one layer.

I have the same problem. I can't explain it at all. I just go back a few frames to right before the glitch and cut there. Not the ideal solution but It works for me.
