Fuzzy "no signal" screen

What do you mean, like snow on a TV when it's on a channel that no one is transmitting on? That's very easy!
In your Browser window, go to the Effects Tab, go to the Video Generators Bin, go to the Render Bin, there's a generator called "Noise".
Place this into the Timeline. Double click to open in the Viewer. Make your adjustments as needed in the Controls tab.
Place it on video track 2, place something on video track 1, play with opacity of track 2 and the composite mode of your clip on track 2. Lots of possibilities!
