From HD .MXF to SD .MOV to Premiere Custom Settings Project - Rendering Compressor???

I am in the process of making a Flash presentation calling in FLV video.

The video footage being edited was originally shot using HVX200 720pN 24fps .mxf.

The video size I'm working in is not found in any of the presets, so I am using Custom Settings of 550 X 309.

Sadly, Premiere Pro 2 and my Matrox Axio card will not allow me to use my HD 1280x720 mxf files in there. As soon as I try to resize them to match the 550 x 309 size, Premiere returns an error if I try rendering.

I got around this by exporting my HD clips as 720x405 uncompressed .mov files.

When I import these into my custom settings project, I'm not sure which Video Rendering Compression to select.

Canopus DV Codec returns an error if I render, saying the format is not supported. Some of the Matrox renderers just give me a bright purple/pink screen once it's done rendering a preview. Cinepak works, but the video is soft and blurry when previewed.

Does anyone know what selection or settings would return the expected, clear results? I've tried playing with various settings and have not found a suitable one to use yet.

Below are the workflow properties:
