Freeze glitches when I export to Mpeg-2!

Hey everyone. I am editing with Premiere Pro CS5. I have the latest update installed. My source footage is AVCHD 1080 24p uploaded from my GH-13 HDSLR camera. Here is my problem. When I export the workflow to Mpeg-2, I get these quick one second freezes, usually two of them in the 3 minute clip, where the video freezes for a split second then continues to play normally. Its not the player because it does the same thing on both Windows Media 11 player and Windows Media Classic player. I am on Windows Vista Home Premium, by the way. Also, the glitches are always in different spots each time I export. I have tried VBR Pass 2, upping the bitrate to the maximum rate and that has no effect. Anyone have any suggestions? Thanks.

It sounds like it could be a data rate issue. Are you sure your hard drive is defragmented? Have you tried playing back the files onto another hardware device? Are you playing your DVD files back from the hard drive? What mpeg-2 decoders are you using to play back the file?

ive been having the same problems exporting to mpeg2 & mpeg2 dvd, this is from not only avchd footage, but also projects in cineform & also dvcprohd. I have only noticed the problem in the last couple of months, wasnt a problem before but now it is driving me nuts. From 1080 25p to vbr pass2 preferably, but have also tried vbr 1 pass & cbr with no improvement...a nightmare with a 30 minute film Ive had to watch about 10 times now & always a few glitches.
window7 64 bit, all latest cs5 updates - have managed to export them from cs4 but would obviously like to be able to export from cs5. Have had no problems exporting h264 files from cs5 though
