I don't think so not sure though, but I know you can do it with AE.

Nope...gotta use COMPRESSOR or CINEMA TOOLS. Compressor is your best bet...CT is designed to convert 29.97 film dailies to 23.98, and PAL to 24fps. Compressor does all the rest.
