Footage shot with shutter off

Hi!
I'm editing a documentary and the footage of one camera (EX1) was stupidly shot with the shutter off. It has this really annoying stutter effect but it includes some important information for the film. Do you know of any plug-in/software that can reduce this effect? The producer is even willing to pay for a hour of flame if this can be somehow fixed or reduced.
Thank you.

What framerate were you shooting at? Are you shooting all on EX1s or are you mixing footage from other cameras?

I'm confused as to why you're seeing any stuttering. If memory serves correctly, when shooting with the shutter "off" it defaults to whatever framerate is (24fps = 1/24, 30fps = 1/30, etc.). So if anything, you would probably see excessive motion blur rather than stuttering motion.

It feels like a lack of motion blur but the footage has motion blur. It's just not a smooth flow of the motion, especially when there are big and fast movements. I'm cutting between two cameras and trying to use the one with the problem as little as possible. It's a real shame that the guy with that camera is actually much better at framing and getting really nice moments.

Yup that is shutter speed- when it's too low you get smeary ghosting movements. When it's too high you get staccato motion. It's simple optics....

I know that, but what he's describing (at least how I'm interpretting his explanation) is the staccato motion found from setting his shutter speed too high. That wouldn't happen had it simply been a matter of turning the shutter "off" on the EX1.

How does he know it was shutter off for sure- sounds like too high a shutter. At any rate- yeah that's a DP who shouldn't be used again...

I didn't talk to the cameraman directly. I was told the problem was that on one menu the shutter was set to off and on another menu it was set okay (1/50). It looks like one of those running scenes in a zombie film! Thank you for your help.

It must have been set at a fast shutter speed, to get that Saving Private Ryan / 28 Days later look.

How about applying a bit of motion blur in post?
