footage on tv

In post, what is the best way of displaying shot footage on a blank TV (the TV/screen does not have a way of displaying blue)? Also, what kind of filters or effects can be used to achieve a static transmission?

One way (and probably the best) of doing that is with motion tracking. You can do that in After Effects for example, by controlling position of the layer covering blank TV screen. The layer can be moved and viewed in virtual 3D space. Quality of your results is proportional to time you spend fine-tuning it.

Static screen effect? My 2 cents would be just recording it (from VCR tuner for example) and importing to your project :) You can also capture a few static frames and loop them.

Edit: Motion Tracker is available in AE Professional Edition only.

Why not? Is the TV black and white, broken, old?? If the tv is working and is in color find a vcr/dvd player/extra camera to play blue footage on the screen. Turn it to channel 3 and select your imput mode and you might find your blue. Use blue painters tape to mask and cut the edges to trim it around just the tube. Paint the glass with blue or green or any other color you won't have anywhere else in your scene and key it out. When you are done use a flat razor to get the paint off. If the tv works turn it on to illuminate through the paint or painters tape to make the color glow a little to make keying easier.
