Footage for a news website, permit needed?

Would a news website have to get a permit or insurance to shoot footage of a court hearing in the Ronald Reagan State Building in L.A.? The hearing is already open to the public, first floor auditorium. When contacting the building itself what would be the best approach, to sound like you know what you're doing? Would it be wise to contact the film commission even though this isn't for a movie?
