How would one go about adding a 'fog effect' to an already shot scene? Composite in fog footage etc...?

Yes they do and they work quite well.

Adding this effect in post e.g. in After Effects will render perfect results, but will take its sweet time to achieve natural 3D depth.

Motion has a very cool fog effect that works really well. To add realizm, if there's something in your shot the fog can go behind, use a matte to mask it and have a tiny bit of fog drift behind it.

Fog... we've been having a lot of it lately in southeast Louisiana...

I watched "Scooby Doo" once, and in solving the mystery. A ghostly fog was created by adding dry ice to hot water. Seems logically possible. Though I don't know.

You could always do a roto combined with a matte painting. It's just a little more time consuming.
