Floating heads

Hey guys! I've been tasked with putting pictures of peoples faces into a movie clip, OVER the actors faces. How would I go about this? Import the jpeg into the timeline, then go into 3d track motion size it an position it using key frames everytime the person moves? Also I have to do it for multiple people. Have I answered my own question or does anyone have a way to go about this? Any help would be appreciated, thanks.

Keyframing track motion is about the only way you can do it. There's no motion tracker or anchor tool in Vegas.

The easier way to do it is to use a program with motion tracking... i.e. AE, combustion, etc. etc.
*After Effects's tracker isn't that strong as other programs.

Commotion has a good motion tracker.
