fixing a letterbox issue

I have an editor who was editing squeeze footage in a 4:3 timeline. After the edit was complete, he exported as 16x9 and it had black bars and was squished. I have tried copying the footage in the timeline and putting it in a 16x9 sequence but that doesn't fix it, it just squishes it down to look just like the exported file. Any way (other than re-editing) to fix this problem?
 
edit that squeeze footage in a 16:9 sequenced timeline, and then make the aspect ratio 0 (if it was on -33) then export as 16:9
 
the footage is already edited, but it's in a 4:3 timeline. Are you saying that I can copy and paste my current timeline into a 16:9 timeline and then fix the aspect ratio from there? If so, where do I find the aspect ratio so I can change it to 0?
