Film Flash Transition

There's a couple of different ways to do this. First is using the Fade To Color transition. Set it to white. Then experiment with durations of 15-8 frames in length.
My personal technique is that I have a collection of PhotoShop files (actually JPEGs made in PS). They're each specific colors. I take my pure white one, and use it in a 15-7 frame length clip on a video track above the other video tracks.
You can also enhance this technique by keyframing the "white slug" as I call it, so the opacity ramps up and down as you want it to. It will take some experimenting, as different video clips look better with different ramp speeds and clip durations.
My third suggestion is the "Too Much Too Soon" free transition plug-in (you'll have to web search for it, or contact me off-board) called Flashframe.
