Film Festivals - who should pay?

For super low budget projects, it's common for the director to finance his own film, but I'm the DP and actually I'm the one financing it. So when it comes down to choosing where to submit to festivals, who should the sumission fees fall on?

You probably mean the financier, but just for argument sake, what if the budget came from an outside investor? You wouldn't got to him/her for the money.....what do you think is fair to everyone since the director will probably be the spokesperson or "ambassador" for the film when attending the film festivals it might have been accepted to?

Realistically, the money for promoting the films (at festivals or otherwise) should have been included in the budget. An outside investor should have been aware of this; why would they finance the film if they don't know what you plan to do with it? If it's more of a situation of a group of people pooling their own money together to make a film and then decided to send it to festivals, it shouldn't be that hard for everyone to pitch in.
