What specifically do you mean by a film burn effect? I only ask because sometimes I see people ask for this but mean something else.
I take it to mean the effect of the projector lamp burning holes through the film and it burns away. If I recall correctly, they did this in Planet Terror.
I believe Nattress makes a plugin for FCP for this.
I've had to create this before, but I've used After Effects. AE has a bundled plugin called film burn that is a great starting point. To really sell the effect though, I also used some glow on the edges, overlayed some textures and a displacement map to simulate the film bubbling up, warped the footage itself as it "burned", and used twitch to shake the footage a bit.
If this is the type of effect you're going for, then I would lean towards a compositor to do it in. I'm sure similar results can be achieved in Motion if that's all you have access to.
