fields to frames 60i to 24p

I have some 60i footage that I want to slow down. Whats the best way to convert the fields to frames? FCP plug-in?

i'm pretty sure that if you convert the footage to play back at 40% then it will automatically convert into frames...

you can also go into cinematools and convert it. But yet 40% slow will display at 24p, make sure you take off motion blending.
