Field Dominance says upper in FCP...BUT IS IT? SD footage deliverable help

So I have a bit of a sticky situation here. I am asked to be delivering files for a commercial in NTSC D1 720x486 upper field first. The way I understand it is that D1 is a Lower Field dominant setting. I am left with scaling down 1080 29.97 files to fit in a 720x486. When Scaling I am left with black bars which is fine because there will be a graphic footer and header. My problem happens during export. I suspect that my 1080 29.97 files that I am scaling are in fact progressive because the only time I do not get interlaced video is when I to render out my sequence with a "NONE" or progressive in my quick time export settings. I get artifacts of interlace artifacts/ lines when I either try to export my files with a upper or lower field. Also when I import my files into FCP it reads that all my footage is in fact Upper(Odd). I would think that by selecting FCP to render the Upper Field first considering that all my source is 29.97 upper(odd) as FCP says it is then I would not get those darn interlacing lines...but nope they are still there.

1.) Not sure how I can deliver this to them in an Upper First field order.
2.) Not sure why FCP is saying that my source is Upper(Odd) when I render out my sequence and get scan lines at ProRes HQ (Upper field first)

I havent been in SD for aged so maybe someone here can set me straight. I am so confused...as you can probably tell.

If someone has some sort of an answer I would be very grateful.

Thanks for your time guys.

That is what I am doing. However, I am getting interlaced lines no matter what I do when rendering out my sequence to ProRes. Does it have to do something with the square pixels? The video that looks interlaced is Upper(odd) 1920x1080 29.97 square pixels dropped into a D1 720x486 upper field first .90 pixel aspect.

Any ideas? I even put it out on a DVD today to check it on a NTSC monitor. No Dice.

take a deep breath, your confusing source settings and export settings.

(not the fastest solution, but an easy one) export with your usual settings on previous projects, but change the codec to mov(uncompressed - progressive) if you have the temporary space to use. at least now we know what the new source is.

edited the posts, lack of sleep is kicking in.

option 1:

if your confused about a preset in the future, close all projects, exit fcp, then open again and go easy setup, choose the right ntsc preset setting. then don't play with the source settings again. drag and drop the mov file(dont drop it at the start of the timeline, that will cause a dialogue box to appear that might confuse you), then position the clip at the start of the timeline and export.

option 2:

start a brand new project with the uncompressed progressive source. put it at the start of the timeline, if fcp asks say yes, and then file->export. i don't have fcp in front of me at the moment but ntsc is a preset or go to compressor and choose the ntsc preset.(that export settings your changing not source or project).

select the timeline, set field dominance to upper add n export or select clip properties field dominance upper add
