FCP Speed Envelope Effect on Video

What is the best way to change or keyframe the speed of video of a clip? I see this effect used often such as a jib move coming down in slo-mo or normal speed and then ramped up to fast motion for visual effect.

There are several ways outlined in this link:

But if you have access to software like After Effects, then you'll get much better results.
