A "flash frame" just means you only use 1 or 2 frame long edits. The movie Easy Rider used the "flash frame transition" technique. Let's say you have clip A and clip B. A flash frame transition might look something like this:

FCP's "blink filter" (which I just used a few hours ago funny enough) gets the same result except it use opacity (which you can adjust) to hide and reveal the video layer below it.
For the transition like in the music video doing it by hand would be faster, IMO. The blink filter comes in handy when you have to do it for an extended period of time (like in the Ripple Training video).
