Express doesn't support pure 24fps so you can use 24pa and edit i na 23.98 timeline but you can shoot 24p and import as regular 29.97 and edit it. 24fps look remains.
You wouldn't be abe to go out to film easily but that probably not a problem.

so what you are saying is that, it will suppport it, but if i want to transfer to film it would be a problem? i wouldnt be transferring to film. just basically putting my work on dvd's. i will be shooting music vids and short narratives

If you're not going to film you will be fine.
You could still go to film even after editing but it woudl be a bit messy.
Note that DVD's can be made at 29.97 or 24fps. In your case you'll be making DVDs at 29.97 but that's fine because it can be easier (simpler DVD software) and you won't see any visible difference on most DVD displays.
