FCP export cuts out chunks

So here's the deal. Right now, I'm exporting some clips from my HDV1080 timeline to put on a NTSC Anamorphic timeline. I'm using my in and out markers to get the specific pieces of footage I want, but when I load the clip onto the timeline, I see that has started at a different time than my in, and usually ends at least 20% early of my out. I've tried googlin' but no one really mentions this problem.

I've also tried isolating the clip onto a seperate time line, but find the same results, of random start time and early finish.

Any Ideas?

I never use HDV, but I have heard that in and out points are not frame accurate because of the long GOP compression... Maybe a few frames, but not necessarily 20% off.

Anyone else have ideas?
