FCP-DVDSP Question: PAL DVDs

Hey DVX Think-Tank,

I shot an event DVD in the States using NTSC DVX100's shooting @ 24pa. I am currently editing it in 24pa and encoding it in the appropriate mpeg2 stream for use with DVDSP--via Compressor.

My client just moved to Australia, which I guess is a PAL country. My client is requesting both NTSC and PAL versions of the project.

Can I just check the PAL radio button in DVDSP for authoring the project in a PAL-ready fashion? If not, what means could I use to get the final program into the PAL format? Seeing that the mp2 file I'm using is a progressive scan 23.98fps version, I am wondering what, if anything, can deftly handle making a PAL DVD from it.

Is the mpeg2 standard the same for NTSC and PAL countries? Do PAL DVDs and NTSC DVDs work in any DVD player? Is there even such a thing as a "PAL" or "NTSC" DVD, or are they only limited by region code as to what players they will play on?

Forgive me if I sound like an idiot, but I have never had to deal with this issue until now.

BTW, I tried to do a search in this, but PAL and DVD are too small for the search engine to mess with. Again, forgive me.

Search in DVD Studio Pro help.
I haven't done it but many DVD players outside the US will play NTSC and PAL although a lot will depend on their TV/Monitor.

I still need help here.

From what I can see in DVDSP's help, all PAL DVD assets have to be PAL in order to work.

It looks as though there is a possibility of using QT to convert NTSC DV to PAL DV. Perhaps then I could make an mpeg2 stream from that conversion via QT or Compressor?

I fear that image quality will suffer and audio sync would be compromised.

Is there anyone out there authoring projects in two separate formats? NTSC & PAL? At what point do you make the conversion, and how is it done? I am using 24pa and removing the pulldown, so I am editing in a 23.98fps timeline. How does Compressor, QT, or any other compressor/converter get that to look right @ 25fps? Without lots of goofy interlacing artifacts and/or timing discrepancies?

HELP?!

PS: I suppose a person could do an ANALOG conversion of the final program to a PAL camera, recapture the footage in FCP, and then author a DVD via DVDSP all in PAL, but that is a lot of work, time, and money.

I wouldn't do a PAL version at all. Every PAL DVD player plays NTSC and every PAL TV never then 15 years can as well. It would be different if you were shooting PAL since very few NTSC players/TVs can display PAL. I guess you could resize your NTSC size 24p movie and make a PAL sized 24p mpg stream and thus two different versions of your DVD (as far as I know the DVD standard includes PAL and NTSC sized 24p streams, please correct me if I'm wrong) but a lot of lower budget and special interest DVDs available in Europe (PAL countries) are only available as NTSC, since it's so much cheaper to only make one batch. If you really want to make a proper 25fpsi PAL version you could also speed your clip up by 4% using cinema tools. That's what happens to a lot of 24p movies for PAL TV.
