FCE cannot capture DV - 1080p24 at 23.98 fps?

oops... I mean HDV - 1080p24 at 23.98 fps?

I shot some test footage the other day with my XH-A1 (24f 1/48 shutter), after I capture it into FCE the footage is a little jittery. Mainly, it looks sped up and doesn't match the audio.

I have tried capturing in all three of FCE's HD options in the easy setup and I have the same problem each time.
In FCP it captures fine on the HDV - 1080p24 at 23.98 fps.

It looks like I cannot get the HDV - 1080p24 at 23.98 fps setting in FCE.

PLEASE help.

I don't think FCE supports editing at 23.98 at all. Maybe it's different in the newest release, but it definitely hasn't in the past.
