Fast moving background, but subject is normal speed

In a music video I want to have the background of a hallways fully of people to be moving very quickly. Like a time lapse.

But, the artist to be at normal speed moving towards the camera in the center of the hall.

To do this, do I get a time lapse of all the people first, and then record the artist in the hallway all alone?
- How would I combine the shots together? - which program, how?

Shoot 60fps. Have background people walk quickly while your artist walks toward you s-l-o-w-l-y. Conform footage to desired effect in post.

Or, what you can do is film the background action on a clean plate and then, without moving the camera, film the artist walking toward the camera and two grips holding a greenscreen behind him. Then, just comp your artist on top of your undercranked background shot using a key and some garbage mattes.

This only really works if you can't see the feet of your artist, it would be tough to get a clean green edge around them with this technique. Maybe you could put a strip of green carpet down and do some rotoscoping to clean it up if you needed to see the feet but you may still run into problems with shadows.
