Exporting video for sound editing

I've been editing my short film for a few months now on and off. Back a few months ago, I exported a .mov directly from my Final Cut Pro timeline to use as a basis for sound FX work in Reaper.

My movie was shot in 24Pa mode on the dvx100. I did all the pulldown removal and everything correctly, edited on a 23.98 timeline, etc.

My problem comes when I need to convert my clip in MPEG streamclip to a lesser quality clip for offline editing. When it asked for the frame rate in the info box, I typed "23.976".

I edited some sound FX to about 30 secs of the movie, then exported the sound as a high quality WAV and brought it back into FCP to see if it matched...and it did. Everything seemed to sync up perfectly.

But just now I checked the info on my offline clip I've been using to edit...and it says 23 fps. Is it just not listing the .976? I also noticed that if I go frame by frame in Reaper (actually using the frame counter) that it indeed does have a full 24 frames of motion each second...but I noticed that the motion in the video doesn't happen EXACTLY when it comes to the next frame number...in other words, it will go from frame 15 to 16, but the video won't visibly move to the next frame until a few more moves of the cursor...is this just some lag because I'm scrubbing frame by frame in a sound program?

Sorry if this is a mess. Haven't been on these boards in a while, but from what I know, I did the right thing by entering 23.976 as the frame rate during my MPEG stream clip conversion...but perhaps I should have entered 24?

EDIT: Nevermind, even though this is for sound editing, it's probably better off in the post-section...Mods please delete or lock this.
