exporting HDV still frame image from timeline

I'm trying to export a still frame image from HDV footage from my timeline to take over to Photoshop and keep it at 1080 x 720, but whenever I export, it is 720 x 480.

what do i need to do?

is it cropping the image or stretching it?

i suppose its being stretched inside fcp
