What is the best way to export Final Cut Pro 7 min film (2 gig's) what compressions setting has best resolution for streaming on the internet?

I like the h.264 codec at about 700kbps, resolution I like using half of the original so 720x480 = 360x240 OR 1280x720 = 640x360
