Exporting adds frames, sometimes jilts

I have been editing .mts footage from a Panasonic AG-AF100 on Premiere Pro CS 4.2.1. The footage was shot in 23.976 fps, and I have been editing in a timeline with the same settings. I have encountered some strange issues when I export, either in an mpeg or an mp4 with the h.264 encoder. It's strange and causing me a lot of frustration. I'm hoping this won't result in a long debate about computer specs, since I do have a new computer with a fast processor and plenty of space and then some.

When I export my 12 minute movie, ninety nine percent of it plays exactly the way I edited it and mirrors what I've been reviewing on the program monitor. But for some reason, there's a couple moments that go against what I have edited. One or two moments the video jilts(skips, like a Max Headroom jilt). And even more frustrating, a couple moments even add a frame that I didn't edit in! So you know those real tedious and meticulous moments that you cut on a movement and one frame will make it look terrible to an editor's eyes...I get those moments, even though when I go frame by frame in the timeline, the frame isn't there! So why does it suddenly go longer in the export? Am I exporting incorrectly?

Also, I am using a 2:35 matte on the timeline, and have added the tracking key matte effect on it to hopefully resolve the issues. Nothing has worked. I even tried unchecking "frame blend" on every single clip, didn't change anything.

Any advice? The export I use is either the mpeg2 hdtv 23.976 option, or the h.264 .mp4 option. The exports are always 1280x1080. I'll raise the profile option under h.264 to 5.1 to get to that aspect ratio, or I'll use the 3.1 for the 720x480. For some reason that didn't add the frames, but still jilted some new parts that didn't jilt before. I am lost.

Thanks,

- Ken
