It sounds like you made the premiere project 29.97, check the project settings and make sure they're 23.976
if it is set to 29.97 you can't change it bur you can make a new project and make sure that it is 23.976 and import the footage.
Then right click it in the bin and choose 'interpret footage' , when the pop up comes up make sure it is set to 23.976
Now if it still says 29.97 then it means that you may have shot in 24p but you digitized it as 29.97 and put 3-2 pulldown in it. You can do the same steps as a bove and choose 'remove pulldown' and that should fix it all up.
