With Edius Broadcast, is Procoder Express the best and only option for exporting to DVD?

Also, is it best to encode 23.97 fps footage from HVX into 29.97 mpeg2 with pulldown added when going to DVD? It seems that this is the only option available in Procoder Express when working with 24 fps (23.97) footage.

When it goes from 23.97 to 29.97 is it actually interlacing?

If so, is there a way to encode without interlacing?
 
The way to encode without interlacing would be NOT to go through the DVD wizard. For some reason it doesn't allow you a 24p DVD file when going that route.

If you choose generic target, though, and select your m2p file that way, you can choose 23.98 and render a true progressive m2p file. You can then take that into a proper dvd authoring program that allows for the authoring of 24p DVD's.

29.97i with pulldown is the proper selection to create a 23.98p or 24p DVD.

Technically the flagging is still 29.97i, but the 3-2 pulldown flag is set. This is a requirement for DVD-compliant video.
Internally, the file is encoded as 23.98p or 24p, and it's up to the decoder to decide what to do upon playback (telecine to 29.97i or play back the native 23.98p or 24p frames).

If you take a true 23.98p or 24p MPEG file to a DVD authoring program it'll do one of three things:
1) Reject it as not-DVD compliant
2) Re-encode it to a DVD-compliant stream
3) Be smart enough to recognize that it can be DVD compliant and adjust the flagging accordingly.
