I don't see a way to explicitly set it. Have you tried checking a burned DVD to see what it does by default? Otherwise I think you'll need separate DVD authoring program like Encore.

Burned DVD's work in all regions by default. There is no way to set the region code for a burned DVD.

I thought you could still set the region code on burned DVDs (I think I've seen the option in other programs), but I'm pretty sure Premiere burns 0s.

It is a option in Encore DVD I dont think it is in PPro
