Exceptions to the definition of "interlaced"

May be a stupid question, but here goes...

Is there ever a time when "interlaced" means two fields that are of the exact same moment in time or is interlaced universally accepted as two fields from two different moments in time?

I'm asking about capturing/broadcasting etc. footage, not converting from progressive (converting from prog. would leave your NLE no choice, right?).

I guess I'm slightly confused about recording 24p "Over 60".

Thanks.

24p-over-60 is "interlaced" only out of necessity for recording or for display. It's made to FIT an interlaced stream; it isn't acquired that way. Truly interlaced footage is interlaced from the start.
