Encore 2.0 framerate issue

What does it mean to have a progressive scan DVD player? Does the DVD player read 23.976 files?

reason I ask...
I just created a 24p advanced timeline in Premiere. That means that the frame rate is 23.976. I exported the file so that I can burn a dvd in encore.

I import the file to encore but it comes in as a 29.97. The help file says the following:
Because the frame rate doesn’t conform to NTSC standards, Adobe Encore DVD must transcode 23.976, 23.98, or 24 fps footage files upon import. When you import files with these frame rates, Adobe Encore DVD prompts you to choose an appropriate transcoding preset. By default, the program transcodes the files internally at 24 fps (to save disc space and maintain quality) but tags them to be played back at 29.97 fps, as required by the DVD specification.

What does that mean? Is it played back at 29.97 or 23.976?

24pa is actually 29.97 because of the pulldown added but it's flagged at 24p. So Encore is going to transcode by stripping the pulldown out (so that you end up at 23.976) and flag the corresponding file to play at 29.97 in your DVD player - ie: if NTSC output is desired then the DVD player will automatically add pulldown back in. In the unlikely event you have a progressive display and player, no pulldown will be added for true progressive viewing.

Personally, I use Adobe Media Encoder to create my 24p MPEG assets before authoring in Encore. Upon import into Encore, no transcoding is required. And the assets can be readily used again and again in other projects without time consuming transcoding.
