encoding PAL DVD to NTSC format

we are working on a DVD-project. It will be a PAL film with 4 language-commentary (german, english, italian and spanish) and 4 subtitlestreams on DVD. shot on HVX probably (if they get the PAL software working). Otherwise I shoot in HDV (JVC-HD100)

the question is how we transcode the PAL DVD into NTSC?
is it possible to encode the film in a software? which product is best? I thought of simply doing it in Liquid Edition (our editor) or After Effects. Any ideas?

If you have access to the raw source PAL footage the workflow will probably be better, but for strict converstion of an already authored PAL DVD to NTSC DVD check this out: http://www.dvfilm.com/atlantis/pal-dvd.htm

yes, we will have the original raw PAL files. Probably will send them through AfterEffects.
